Assuming you are using Encore. Then Open Create with 2 staffs. By default the treble staff is khoa' Sol, and bass staff is khoa' Fa. Now , open Palete, you will see all kind of keys (Sol, Fa, for Clarinet, Tenor ....) Click on khoa' Sol, and apply it to the bass staff key. That will do it.
